1- Develop, communicate and supervise implementation of safety & environmental instructions.
2- Plan and take corrective actions and monitor compliance to Safety & Environmental standards and regulations.
1- Advice and support operations Shift supervisors on the Refinery Health and Safety Management System.
2- Advise the shift team leader on preparation and issue of permits to work.
3- Perform Gas Testing as required.
4- Inspect Process equipment condition, Scaffolding and Approve for Use.
5- Inspect Equipment and Vehicles Entering the Site or Associated Areas
6- Assist in the Investigation of Accidents and Incidents.
7- Report Activities and Concerns.
8- Ensure all unnecessary employees are directed to assembly point and head count is implemented.
9- Ensure all firefighters and operators are in safe position during firefighting.
10- Ensure that all safety equipment required for handling emergency are provided.
11- Ensure all site roads are controlled.
12- Monitor inspection and testing of fire protection or fire detection systems daily to verify that such systems are installed in accordance with appropriate standards and regulations.
13- Ensure safety work is in compliance with policies and procedures
14- Ensure that Oil movement operations are carried out following Safety standards and regulations.
15- Ensure compliance of all activities and operations to ISO 14001-2004 standards
16- Develop, communicate and post safety instructions and ensure awareness of all employees within the tank farm site
17- Monitor Safety violations & nonconformities with applicable fire codes, laws, regulations, and standards in work place.
18- Conduct risk assessment concerning safety and make recommendations to minimize risks
19- Report accidents, incidents and injuries to concerned functions in order to take corrective measures
20- Prepare the semi-annual environment report in order to be sent to the relevant authorities.
21- Ensure awareness of all employees within the site about safety standards, regulations and procedures
22- Stay up-to-date with latest international developments on equipment and operations concerning safety for continuous improvement
23- Follow-up on the waste management system including:
- Waste classification (normal waste, hazardous waste)
- Waste collection (various wastes are collected after assembly and storage for safety reasons).
- Waste disposal by subcontractors.
1- Certified ASP or CSP.
2- NEBOSH IGC and or Oil and Gas and ar PSM and or Environment.
3- Proven experience in implementation of IMS with lead audit certification for at least ISO 45001.
4- Certified Gas tester.
5- Must have at least Bachelor’s Degree in Chemistry Or Chemical Engineering.
6- Minimum 6-9 years in Oil and gas industries.
PERSON SKILLS:
1- Strong interpersonal skills with extensive knowledge in HSE and fire fighting including coaching and training skills.
2- React quickly and effectively when dealing with challenging situations.
3- Communicate effectively with all personnel, able to communicate in English written and spoken.
4- Preparation and issue of permits to work.
ANOTHER CERTIFICATES:
1- Training skills for HSE system implementation is a must.
2- Knowledge in documentation and issuing related approvals and certificates with governmental
Authorities (EEAA , HSE office and Civil defence).
