Assessment and monitoring of plant static equipment and piping by performing an appropriate Non-Destructive Testing (NDT) plan in service and during plant Turnarounds. Provides the Plant Inspection Engineers with NDT results and determines repair requirements. He is to be familiar with methods of conducting tests and interpreting the results. Issues NDT reports of equipment and piping after testing. Conversant with codes and standards relevant to the non-destructive testing and interpretation. Familiar with all techniques used in the inspection and repair of refinery equipment including heat exchangers, columns, vessels, furnaces, boilers, tanks, flares and piping.
The Testing Engineer is reporting to the Inspection and Corrosion Manager.
PROJECT DESCRIPTION:
An Oil Refinery Located in Mostorod Area, Cairo, EGYPT, with capacity 140,000 BPD, Operates different units as NHT, CCR, DHT, HCU, HPU, VDU, DCU, DEU, Sour Water Stripping Unit, Amine Treatment and Regeneration Unit, Utilities, Sulfur Recovery Unit, and TGU.
Co-ordinates and supervises general and advanced NDT methods as initiated by the Plant Inspection Engineers to achieve the required deadlines.
Acts in an advisory capacity to the Plant Inspection team regarding optimizing NDT surveys.
Responsible for organizing maintenance programs for all NDT equipment ensuring safe reliable operations.
Responsible for understanding all policies and regulations regarding NDT technologies.
Responsible for completing the staff of technicians, imposing rules and implementing compliance in terms of following guidelines and practices. He is responsible for evaluating each technician under his team and issuing disciplinary action if needed.
He is responsible for educating himself in the latest technology in NDT testing by joining group seminars and trainings.
Monitor implementation of inspection plans, programs, policies, procedures, standards and methodologies.
Verify and evaluate NDT according to Codes, Standards and Specification (interpretation of RT films, UT, PT, MT& PMI evaluation).
Maintaining HSE standards.
Supervision of NDT & PWHT process, follow up for repair weld and taking class for welders about the repair welds monitoring and controlling repairs.
Coordinate various Groups responsible for executing Inspection, Quality Assurance/Quality Control, NDT Testing and Reliability Engineering.
Ensure that all welding works are defined in accordance with standard specifications and recognized codes/standards.
Review and check test package (as built drawing, punch list, P&ID, NDT reports, welding summary, calibration equipment’s reports used in hydro test and hydro test reports).
Coordinate with NDT group after determining the appropriate NDT method applicable to assess the equipment condition. Issue inspection work sheets with repair procedures and testing requirement confirming to approved welding procedures which are made in line with the Engineering & International Standards.
Responsible for ensuring that all NDT technicians are fully conversant with radiological safety requirements, and that these are strictly adhered to on site.
Assesses and evaluates new methods of non-destructive testing that become available.
Provides concise reports in a proficient manner, alerting the Plant Inspection Engineers to problem areas in a timely manner.
Responsible for training technicians in the use of NDT techniques, methods and devices.
Certified Level-III in general NDT methods (RT, UT, MT & PT) by an international recognized authority (ASNT, PCN, CEGB, EN or equivalent).
Highly motivated self-starter with the ability to work with minimum supervision.
YEARS OF EXPERIENCE REQUIRED: Position requires 8-10 years of experience in the petrochemical / refinery industry. Experience in hydrocarbon processes, people supervision, contracts administration and budgeting control is also required.
TYPE OF EDUCATION: must have at least a Bachelor's Degree in Mechanical Engineering.
